* $268 million went to minority-owned companies in fiscal 2009, which ended June 30, compared with $102 million in fiscal 2006. n The figures include an estimate of money that was paid to subcontractors, a method not previously used by the state. n In 2002, minorities owned 17.3 percent of businesses in the state. In fiscal 2009, they received 5.4 percent of the value of state contracts. n Blacks own about 7.8 percent of Virginia businesses.
